Openstelling vacature gezaghebber openbaar lichaam Saba, Ministerie van Binnenlandse Zaken en Koninkrijksrelaties

De Staatssecretaris van Binnenlandse Zaken en Koninkrijksrelaties nodigt belangstellenden uit te solliciteren naar het ambt van:

gezaghebber

van het openbaar lichaam Saba (circa 2.158 inwoners).

Benoemingsproces
De gezaghebber wordt bij koninklijk besluit op voordracht van de Staatssecretaris Herstel Groningen, Koninkrijksrelaties en Digitalisering benoemd voor de duur van zes jaar. De (waarnemend) Rijksvertegenwoordiger voor de openbare lichamen Bonaire, Sint Eustatius en Saba is verantwoordelijk voor de werving- en selectieprocedure.

De (waarnemend) Rijksvertegenwoordiger is samen met de Eilandsraad van het openbaar lichaam Saba tot een profielschets gekomen die zal worden gebruikt bij het selecteren van kandidaten.

De profielschets kan digitaal worden geraadpleegd op www.rijksdienstcn.com/vacatures. De profielschets is tevens per e-mail op te vragen bij het secretariaat van de (waarnemend) Rijksvertegenwoordiger via het e-mailadres: gezaghebbersaba@rijksdienstcn.com.

Een assessment kan deel uitmaken van de procedure, met als oogmerk om de (waarnemend) Rijksvertegenwoordiger over aanvullende informatie te laten beschikken bij de totstandkoming van zijn aanbeveling.

Voorafgaand aan de voordracht zal de voor te dragen kandidaat in opdracht van het Ministerie van Binnenlandse Zaken en Koninkrijksrelaties worden gescreend. De screening zal bestaan uit naslag bij de AIVD en een fiscaal onderzoek.

Rechtspositionele aangelegenheden
De bezoldiging van de gezaghebber bedraagt momenteel USD 93.986[1] Voor nadere informatie hieromtrent en andere rechtspositionele aangelegenheden van de gezaghebber wordt verwezen naar het Rechtspositiebesluit politieke gezagdragers BES (online raadpleegbaar).

Sollicitatietermijn
Indien u voor de functie in aanmerking wenst te komen, wordt u uitgenodigd dit uiterlijk zondag 30 november 2025 kenbaar te maken. Uw sollicitatie dient te worden gericht aan Zijne Majesteit de Koning. U wordt verzocht een ondertekende sollicitatiebrief te verzenden met uw cv en een recente pasfoto. Het heeft de voorkeur dat u uw sollicitatie digitaal verstuurt naar gezaghebbersaba@rijksdienstcn.com. Indien u dit wenst, kunt u de sollicitatie tevens per aangetekende post toezenden aan de (waarnemend) Rijksvertegenwoordiger. Dit kan onder vermelding van de aanduiding “t.a.v. de Rijksvertegenwoordiger” en “Vertrouwelijk” op de envelop. Het adres is postbus 338, Bonaire, Caribisch Nederland. U ontvangt zowel van een sollicitatie per mail als per post binnen vier werkdagen een schriftelijke bevestiging.

Verwerking van persoonsgegevens
Ten behoeve van de selectie worden persoonsgegevens verwerkt, waaronder justitiële gegevens en een referentiecheck. Ten behoeve van de verwerking van justitiële gegevens en de referentiecheck worden sollicitanten verzocht een toestemmingsverklaring te ondertekenen die zij ontvangen na ontvangst van hun cv en sollicitatiebrief. Inzage in justitiële gegevens is vereist om voor benoeming in aanmerking te komen.

Verwerking gebeurt in overeenstemming met de in de Wet openbare lichamen Bonaire, Sint Eustatius en Saba en daarop gebaseerde regelgeving opgenomen procedure. De gegevens worden overeenkomstig de wettelijke termijnen bewaard.

[1] In lijn met artikel 3 lid 1 van het Rechtspositiebesluit politieke gezagdragers BES heeft de Staatssecretaris besloten Saba, tot en met 29 maart 2027, te plaatsen in klasse 3
. De verwachting is dat de eilandsraad van Saba na afloop van deze periode wederom een verzoek tot opklassificatie naar klasse 3 zal indienen. Indien dat verzoek wordt gehonoreerd, blijft (ook) de bezoldiging van de gezaghebber opgekwalificeerd USD 93.986.

The State Secretary of the Interior and Kingdom Relations would like to invite interested persons to apply for the function of:

Island Governor

for the Public Entity of Saba (circa 2,158 inhabitants).

Appointment process
The Island Governor will be appointed by royal decree for a period of six years, after being nominated by the State Secretary of Digitalisation, Kingdom Relations and Reparations for Groningen. The (acting) Kingdom Representative for the Public Entities of Bonaire, St. Eustatius and Saba will be responsible for the recruitment and selection process.

The (acting) Kingdom Representative has, together with the Island Council for the Public Entity of Saba, compiled a profile that will be used when selecting candidates.

The procedure may include an assessment, thus giving the (acting) Kingdom Representative extra information when making his recommendation.

Prior to the nomination, the candidate that the ministry of the Interior and Kingdom Relations intends to nominate must undergo a screening process. This screening process will involve checks by the General Intelligence and Security Service (AIVD) and a fiscal investigation.

Legal status
The current remuneration of the Island Governor is USD 93,986[1]. Processing personal data
Personal data, which includes judicial information, will be processed during the selection process. To enable judicial information to be processed, applicants will be asked to sign a consent form that they will receive once their CV and cover letter have been received. Applicants will only be considered if they permit their judicial information to be accessed.

Processing will take place in accordance with the procedure mentioned in the Bonaire, St. Eustatius and Saba Public Entities Act and the related legislation. Data will be stored in accordance with the legal retention period.

[1] In accordance with Article 3, paragraph 1, of the Rechtspositiebesluit politieke gezagdragers BES (Legal status political authorities BES Decree), the State Secretary has decided to place Saba, up to and including March 29 2027, in Class 3. It is expected that the Island Council of Saba will submit a request for upclassification to Class 3 again after this period. If this request is granted, the Governor's remuneration will also remain at USD 93,986.
